Background: Vendor is attempting to
determine if sufficient UHF Public Safety channels are available to license
a multi-site, multi-channel MPT trunking system. The government
agencies have been told that no channels are available, and that they must
build an 800 MHz system.

Sir,
After our visit with the consultant, we did the research on the availability
of UHF government channels for the Christian County system.
I've attached some of my source material in the "Master List" xls
spreadsheet [deleted]
Basically, what I did was to download all UHF government licenses within
about a 90 mile radius of the County. I then cleaned it up and deleted all
the terminated, cancelled, or otherwise no longer valid authorizations.
I then imported all the data into my mapping software, and sorted by
frequency, from each of the 6 sites on your proposal. I sorted them all by
site, and put them back into my spreadsheet, with a frequency listing of all
UHF government channels, and any special requirements or issues.
After looking over each and every government channel, on each site, I made
an educated guess on which channels would probably be available with contour
studies. (Those choices are highlighted in dark and light yellow).
I then took the site that I thought would be the most difficult to find any
channels (Oak Grove), and ran contour studies on all of my primary choices
(dark yellow).
Using 150 watts ERP as my "expected" power for this site, and just within
the 450 MHz sub-band, I came up with 14 easily available channels, requiring
no special waivers to obtain, other than standard contour studies. These
channels are:

These channels are listed with a dark yellow background, bold font, and a
flag of "150 ERP" in the "County" column of the Oak Grove worksheet. I have
already done all the work to verify the availability of these channels. I
have the contour studies, and can provide them if you need this to "backup"
the claim of available channels in negotiations with the County. .
Just glancing over my work, I feel like there are at least 4 to 6 channels
easily available in the 460 sub-band, and even more with a little work.
As you move from site to site, some channels may drop out, but others will
become available. As well, if something less than 150 watts ERP is
acceptable, there are even more channels available. Finally, with a few
simple waivers, or just knowing a few tricks, there are even more
frequencies within the government band I can license.
Bottom line: There are PLENTY OF CHANNELS FOR THIS SYSTEM!
I see the issue more of which channels you should license on a site in order
to make it less prone to interference, and cheaper to combine.
All this data is of perishable. The first 800 MHz licensing freeze just went
into effect, and it's possible that this will drive some new systems down
into the UHF band. As well, any application that comes through the
coordination system after I did my download may subtract from the number of
available channels.

Sir,
Attached is an excel spreadsheet with an available freq by site matrix.
I've given the acceptable ERP for each frequency, at each site, figuring 150
feet AGL antenna. These figures may change slightly, based on the final
height.
Previous licenses for this system were deleted from the search, and I
started de nova. I will modify the current license to incorporate any
frequency changes.
Notes:
453.675 was calculated, but will only be available if Christian County will
give permission to use this channel, as it is currently licensed within the
County on callsigns KBO824 and WYX510.
460.625 is the same, with callsign WPIB303.
The freqs annotated as "LP" are low power channels that I can get licensed
for high power usage.
460.3875 is a good channel, but due to politics in Tennessee, it will be
contested during coordination. I'm fairly confident of winning the fight,
but avoiding this channel (or only using it on the northern-most site) will
speed the process.
I can choose the channels for your combiners, if you wish, if you provide me
guidance on your parameters.
The requested channel breakdown is:
Site 1 Oak Grove (southern site) 5 channels
Site 2 Gainsville (central site) 7 channels
Site 3 Kelly WT (northern site) 5 channels.
